School board committee votes to add National Merit Scholars to annual recognitions

The Fairfax County School Board Public Engagement Committee voted June 18 to add National Merit Scholarship winners to its list of annual recognitions and asked staff to draft the specific language and placement in the governance manual.

The committee approved the change after discussion about timing and logistics. "I would like to make a motion that we add National Merit Scholars to the list of annual recognitions as a category on its own," Committee member Ms. Anderson said; Mr. Moon seconded the motion. Committee members voted unanimously in favor; one member, Mr. McElveen, was absent.

The action adds National Merit winners to the sample calendar of proclamations/recognitions that the clerk's office maintains. The committee instructed staff to include brief descriptive language and to place the recognition in either June or July, so students who are still available can be recognized. Members discussed whether the recognition should be treated as a proclamation or a different category (an annual recognition) and asked the Public Engagement Committee (PEC) to return with drafted language addressing member-driven recognitions and timelines.

During discussion, members noted logistics for large groups and photo opportunities. Committee members suggested alternatives if hundreds of students attend, including splitting groups by region and using the board meeting photographers. Members also raised that some recognitions (for example, systemwide academic awards and ISEF finalists) might be better listed as annual recognitions rather than member-initiated proclamations.

The committee directed the clerk team to: (1) add National Merit Scholars to the annual-recognitions list in the governance manual, with placement and a brief description of the recognition; (2) preserve flexibility on scheduling (June or July) to accommodate student availability; and (3) return to PEC with proposed language and guidelines for member-driven recognitions, including deadlines and any approval process. The clerk noted the recognition process should follow similar timelines as member‑brought proclamations to avoid last-minute requests.

No change to existing deadlines or signature practice was adopted at this meeting; the clerk explained constraints on adding a consistent third signature to printed proclamations because of the physical holders used for the documents. The clerk said board members may still sign and present additional copies when appropriate.

The committee asked staff to fold the updated recognitions calendar into the larger governance-manual update and to coordinate placement of VHSL and other systemwide recognitions.
