Fire Chief Panger recommended Duluth Glass Mirror as the lowest qualified bidder. Councilors asked why a lower vinyl bid from another firm (Fintech) was not accepted; Panger and staff said the project specifications required extruded‑aluminum sash construction and the Fintech sample shown to staff was vinyl and therefore did not meet the bid specifications.
Staff noted the chosen windows carry extended warranties (20 years on sashes) and are triple‑glazed for energy efficiency. Councilor McKenzie asked about the approximately $8,000 difference between bids; staff said the aluminum‑clad product specified has a longer estimated service life and higher energy performance.
Councilor Sweeney said the decision record should note the reason the lowest dollar bid was not selected so future reviewers understand the selection. The council approved the award by voice vote.
