Public Works staff told the council the awarded amount is about $180,000 over the initial estimate, in part because the city added curb work, street lighting and storm‑sewer improvements and matched timing with Super One's site work. Staff said the project includes curb removal and replacement, grading, new curb and paving to match, installation of signals and street lighting, and repaving an alley between Fourth and Fifth streets. The council and staff discussed market conditions and contractor capacity: RJS was the only bidder on the reissued bid and staff noted area contractors are busy with post‑flood and federally funded projects.
The contract award carries the expectation that signal equipment will be purchased on a state contract by the city to save on sales tax, with the installation provided by the contractor. Councilors approved the award by voice vote.
