Council approves wastewater facilities planning contract with Donahue and Associates

Environmental Services Director Roberts recommended Donahue and Associates; the council approved a contract amount presented as $124,240 for 2013 and a projected $153,785 for services in 2014, with staff saying the total two‑year program would be about $278,025. Staff explained the work will be collaborative, with the city conducting a substantial portion of internal work and the consultant performing specialized modeling and engineering scope negotiated during a qualifications‑based selection and interview process.
Councilors asked whether any of the engineering work could be performed in‑house and whether the contract would require rate increases. Staff said much of the work would be performed internally but the specialist firm was required for parts of the scope; they also said the contract will be funded from the wastewater enterprise fund and would not require additional rate increases beyond those already approved for 2014.
The council approved the award by voice vote. Staff said parts of the project could not feasibly be completed in 2013, so the contract is budgeted and split across the two fiscal years.
