Council approves parking changes on Winter Street after resident objection and committee revisions

John Owen, a Winter Street resident, urged the Superior Common Council on Dec. 3 to correct ordinance language he said omitted previously agreed "North Side only" wording for new parking restrictions on Winter Street. Council discussion and subsequent votes adopted a series of traffic-code amendments affecting Winter Street between Tower and Ogden, including two-hour daytime parking and a prohibition on overnight parking from 3 a.m. to 6 a.m.
Owen said the public-works committee had negotiated language that would place some of the restrictions on the north side of Winter Street only; he told the council he did not receive meeting materials in time and asked that the agenda be corrected to reflect what the committee approved. Council staff explained that the City Council referred an earlier set of ordinance changes back to the public-works committee on Nov. 5, that the committee reconvened on Nov. 20 and proposed different wording that appears in the Dec. 3 agenda. That committee revision is what the council debated and voted on.
Councilor McKenzie and others noted business opposition to the two-hour daytime parking provision; Councilor McKenzie asked for a roll-call vote on the 2-hour parking ordinance. The council held a roll-call vote and approved the two-hour parking amendment (item 11.2) by an 8–2 vote; the dissenting votes were Councilors McKenzie and Bender. The no-night-parking amendment (item 11.3) carried on a voice vote. The council also approved related items that add commercial loading-zone markings and remove certain streets from calendar parking rules.
Council discussion included concern about a ripple effect: one councilor said the change had prompted at least one other business to request exclusion in the Central Business District, which could complicate enforcement and consistency. Staff confirmed the ordinance language adopted by the council reflects the public-works committee’s later recommendations rather than the wording originally listed in the Nov. 5 council packet.
The council took the parking ordinances as formal ordinance introductions and approvals in the meeting’s legislative section. No additional amendments were adopted at the Dec. 3 meeting; councilors and staff said the item could be revisited if businesses or residents bring forward specific change requests.
