The State Board of Education conducted an oral proceeding and on June 19 approved final action to publish a draft policy to implement House Bill 1193 — a statutory requirement directing the board to adopt complaint and investigation procedures related to diversity, equity and inclusion (DEI) matters — for a 30‑day Administrative Procedure Act (APA) posting without change.
Miss Meyer introduced the item and said the department received more than 40 requests to speak; because the public comment period had closed, the hearing was limited to registered speakers. Mr. Kent, the designated hearing officer, reported that five people registered but only two appeared and one of those declined to speak. One presenter described personal benefits from a DEI course taken at an in‑state university; the hearing officer characterized the event as ‘‘anticlimactic’’ given the small number of oral presenters.
The public comments received during the open comment period, and an accompanying comment chart, are included in the board materials. Many comments addressed the statute itself, asked for definitions or broader changes to the law and thus were outside the narrow charge to develop the complaint and investigation process. The board said local school districts retain authority to expand on the state’s minimum complaint and investigation process to fit local needs.
By voice vote, the board approved moving the draft policy — State Board Policy Chapter 100, Rule 100.1 — to the APA posting stage with no changes. The board recorded no opposing votes when the motion passed.
