Board sets exit standards for new ELPA21 English‑learner test

The State Board of Education approved standards on June 19 to establish exit requirements for the ELPA21 English language proficiency assessment that the state recently adopted to replace the previous LAS Links test.
Alan, a department staff member, told the board ELPA21 assesses the same domains as the prior test — listening, speaking, reading and writing — and that the new assessment provides an alternate assessment pathway for students with learning disabilities. The recommended exit requirement is achieving proficiency level 4 or higher in each domain.
Board members approved the motion without recorded opposition. Miss Clemens had earlier noted the last time exit requirements were established at the state level was 2017 and that the department must set standards to comply with federal exit requirements.
