Council approves temporary alcohol consumption waiver for July Fighter Friday event

The Klamath Falls City Council approved a request to waive City Code section 5.43 to allow limited public consumption of beer and wine at portions of the downtown Fighter Friday event in July, contingent upon businesses and event sponsors obtaining required temporary licenses from the Oregon Liquor and Cannabis Commission (OLCC).

Planning Manager Joe Wall explained the request, noting it is narrower than a prior exemption for Spruce Parking Lot and focuses on two additional beer-and-wine garden areas near Sixth and Main (near Sugarman's Corner) plus sidewalk service at participating licensed restaurants along Main Street. Wall said participating businesses must obtain OLCC temporary licenses and that the intent is not to create an unrestricted open‑container environment but to permit expanded licensed premises similar to sidewalk dining or existing "pedlet" arrangements.

Councilor Mueller asked about geographic distribution so benefits would be spread along Main Street; Wall and staff said the two gardens will be near Sixth and Main and participating restaurants would be spread along Main, and that there will be a mandatory meeting for participating restaurants outlining requirements and precautions.

Planning staff and representatives from the Klamath Falls Downtown Association were present; no public opposition was offered during the council discussion. Council approved the motion to waive the city code provision conditionally upon OLCC approvals.

The waiver applies only to the July Fighter Friday event as presented; Wall noted the city had approved a separate Spruce Parking Lot exemption earlier and that this item was limited to the July event and the specified locations.
