County staff asked the board to waive the formal bidding threshold so three written quotes could be obtained and the lowest bidder hired to finish landscaping and irrigation at the Endeavor Convention Center ahead of scheduled events. The board approved the waiver and the related pay applications to the general contractor.
The move was intended to meet an event schedule (staff referenced an event on July 19) and to accelerate completion of exterior site work that remains “holding up” issuance of a certificate of occupancy and full public use, county staff told commissioners. The building interior and systems testing were reported complete after a staff walkthrough with the contractor and subcontractors.
Commissioner Bryant recused himself from the landscaping vote, saying he was involved in another portion of that overall project and, out of caution, would not participate in the vote.
County staff said the remaining exterior work is being completed separately by the county and not as part of the general contractor’s contract; closure documents for the contract were expected to be available later in the week.
The board also approved final pay applications numbered 16 and 17; staff said payout 17 is the final payment and noted that closeout documents were not yet in hand but should be received soon.
Why it matters: finishing exterior site work and landscaping is the last step before full public use of the new county facility; authorizing a bid waiver lets the county hire a contractor faster than a full 30-day bid process.
County staff said three written quotes will be solicited and the local preference of 3 percent will still be honored for purchases, despite the waiver. The board voted to approve the staff request and moved forward with the pay applications and landscaping authorization.
Ending: Staff said they expect the remaining documents and final closeout materials to arrive shortly, and that final site work scheduling will be coordinated with the county’s exterior contractors so the facility can open for booked events.
