Councilors praised the plan as a tool to diversify Oxford's economy and support year-round residents, while noting some of the plan's goals are aspirational. Several councilors and residents focused discussion on a land-use designation in the plan for the Western Knowles area and the 47-acre parcel west of State Route 732: some neighborhood residents read the plan's narrative as permitting commercial development adjacent to the Oats Trail and worried about curb cuts, traffic and loss of neighborhood character. One councilor said they would vote for the plan but asked colleagues to understand "there would be very little, if anything, commercial on the West Side of 732." Another councilor and staff clarified that detailed zoning, a future PUD or rezoning process, and the 47-acre specific plan would be the decisive documents that shape any development.
Outcome: The resolution to adopt the Economic Development Strategic Plan passed; council recorded at least one dissenting vote during discussion. Council directed that future, site-specific proposals (including any RFP for the 47-acre parcel) be brought to council for review, and staff said the comprehensive rezoning underway would determine future zoning of the parcel.
