The Colorado Tolling and Infrastructure Organization approved a package of toll-rate and dynamic-pricing adjustments Tuesday, voting unanimously on resolution 4 72 to raise most express-lane tolls by 3 percent and adjust several dynamic-pricing parameters.
Nathaniel Benton, CTIO staff, told the board the recommendation also included a 3 percent increase to the minimum cap for dynamic-pricing parameters and two targeted changes: raising southbound I‑25 North Segment 2 peak-period tolls from $1.45 to $1.90 for the 5 a.m.–6:45 a.m. window, and increasing Central 70’s maximum toll-cap parameter by $0.50. Benton said the eastbound and westbound mountain express lanes were not changed.
The changes were described as corrective and technical, not the result of new policy. Benton also noted a rounding error in a previous memo: the recommended minimum lane-price toll for Central 70 in the technical memo was $3.90, which was corrected in the June board memo and in the resolution. If approved by the board, most adjusted toll rates would take effect July 1; the C‑470 adjustments were set to take effect Aug. 1.
Why this matters: CTIO said the adjustments are intended to align tolls and dynamic-pricing parameters with observed traffic speeds and demand during peak periods. The board discussed the package briefly and had no substantive objections before voting.
Board action: Director Gutierrez moved to approve resolution 4 72; a second was recorded and the motion passed with no opposition noted.
What was not decided: The board did not change toll policy beyond the recommended percentage and the specific line-item adjustments described by staff. No further amendments were offered during the vote.
Details and context: Benton summarized the packet analysis presented the prior month and explained that the mountain express lanes’ parameters remained unchanged because observed speeds did not justify rate changes. The board packet and technical memos were referenced during the presentation; the board asked no follow-up questions before moving to a formal vote.
The CTIO board confirmed the vote on the record and then proceeded to the next agenda item.
