Waunakee adopts public participation plan for comprehensive plan update

The Village of Waunakee approved a public participation plan to guide its 2025 comprehensive plan update, fulfilling the state requirement under Wis. Stat. §66.1001.
Lauren Freeman, deputy administrator and community development director, told trustees the plan establishes engagement mechanisms including a steering committee (the plan commission will serve that role), a project website and an online survey, stakeholder focus groups and community open houses. "The first is the steering committee, which we've assigned to the plan commission... Additionally, I think one of the most important items will be a project website and an online survey," Freeman said. She added the survey is not yet live and the website was being finalized.
Trustees and staff discussed outreach methods to increase participation. Several trustees urged targeted notification through utility bills, school partnerships, and printed Spanish‑language materials for residents without internet access. Freeman confirmed printed surveys and Spanish translations would be provided and that the first open house is scheduled Thursday from 6 to 8 p.m. at Prairie Elementary School; she also said daytime stakeholder focus groups will be held the same day.
Some trustees expressed concern that advertising for the first open house had been limited and urged broader notice; staff said digital outreach was underway (Facebook and the village website) and that consultant marketing materials arrived late. A trustee noted wannakee2040.com (the project site) was not live at the time of the meeting; staff said they would follow up with the consultant to publish the site.
A trustee moved to adopt the resolution approving the public participation plan pursuant to Wis. Stat. §66.1001; the motion was seconded and approved by voice vote.
