The fee schedule was presented to the board as an annual recalculation based on village park spending and population; village staff said recent capital investments raised the per‑unit charges. "The park impact fee is, designed to be a calculation that takes into effect the amount of money that the village spends on park improvements throughout the village divided by the population of the village," said Sue (staff member), who presented the numbers. She told trustees the increase was driven largely by spending on Centennial Park and a basketball court in Scenic Valley Park.
Trustees noted the method and asked clarifying questions about which housing types are assessed. "For a single family home, Sue, is it just the same fee no matter how many bedrooms are there, or is it fee based on number of bedrooms?" asked a trustee during the discussion. Sue replied that the village's fee categories are single family, multifamily and group quarters rather than bedroom counts.
Board members also asked whether accessory dwelling units (ADUs) are covered. Sue said the village has not yet determined where ADUs would fall and suggested the board could ask consultants to study that possibility before creating a separate fee for ADUs.
After questions, a trustee moved to approve the resolution adopting the updated park impact fees; the motion was seconded and approved by voice vote. The adopted per‑unit fees for 2025 are $3,401.85 for single‑family units, $2,313.26 for multifamily units and $1,133.95 for group quarters (examples given: nursing homes or similar group housing). Trustees said they would "trust the math" behind the calculation but left open follow‑up study on ADUs and fee structure.
The fee is a one‑time charge assessed when a new unit is built; standard staff follow up was offered to return with any consultant findings if the board asks for further analysis.
