Rowan County commissioners approve two event noise permits, a storage special-use permit, road name and several appointments

Rowan County commissioners approved multiple land-use and event requests and confirmed a slate of local board appointments during their June meeting.

The board granted a permit to exceed the county noise ordinance for the third annual 1 Love Music Festival on Aug. 2 (rain date Aug. 23) at 4860 Patterson Brown Road, where the applicant, Rod Weaver, expected about 300 attendees and said the event raises money for veterans and local scholarships. Weaver told the board, “This is our third year ... For the last 2 years, we've been able to raise over $3,000.” Staff reported no environmental-health concerns, no 911 calls and no public opposition out of 19 property owners notified. The board approved the permit by voice vote.

The board also approved a permit to exceed the noise ordinance for a High Rock Lake Association summer concert series planned at 870 Deer Lake Run. Staff said each concert is expected to draw about 200 attendees from boats on High Rock Lake, that 164 property owners received notice and that sheriff’s and wildlife units had no concerns in prior events. The permit was approved by voice vote.

In a quasi-judicial hearing, commissioners approved special-use permit SUP-01-25 for a 2,320-square-foot residential storage building on Lot 31A in the Waters Edge subdivision at 365 Deer Lake Run. Planning staff said the building is under the 3,000-square-foot threshold but exceeds the county's administrative 3% lot-to-structure ratio, so a special-use permit was required. Staff reported the Water's Edge Property Owners Association approved the request and real-estate broker Diane Greene submitted a letter saying the structure would conform to other lots and likely have a positive effect on values. Property owner George Peeler said the lot “will not perk because Water's Edge is on a sewer system,” which limits residential building options; the board adopted findings and approved the permit by voice vote.

The board approved a road-naming petition for the 2400 block off Ritchie Road in China Grove; 911 and emergency services recommended the preferred name Whiskey Way and the board voted to adopt it after a public hearing.

Commissioners also approved a series of appointments and reappointments to volunteer fire commission seats, board of trustees for volunteer fire departments and Juvenile Crime Prevention Council associate seats; the board voted to confirm all applicants presented in the appointment list.
