Board approves funding agreement with Iowa DOT for E 15 bridge deck overlay

The Osceola County Board of Supervisors approved a funding agreement with the Iowa Department of Transportation (DOT) to use state-administered Highway Bridge Program (HBP) funds for a deck overlay on a bridge on E 15 near Northwest Boulevard.
A county engineering staff member described the project as a deck-overlay similar to recent work on Tyler Avenue: milling the concrete deck where needed and placing a new layer of material. The agreement allows the county to access HBP funds that are administered through the state.
"This agreement is for us to be able to tap the HBP funds through the state that are our funds, but they're administered through the state," the county engineer said. Supervisors approved the agreement by motion and voice vote.
Staff said the contract work will mill the deck to the required depth, repair areas below the milling depth and install a new surface layer. No contractor start date was given during the meeting; earlier engineering updates on other projects noted some projects are expected to begin in September or later.
The board recorded the action as an approval of the funding agreement; staff will proceed with the DOT-administered procurement and project scheduling steps under the terms of the standard DOT boilerplate agreement.
