Placer Union High School District trustees approved a series of items Tuesday night, including the district’s 2024–25 preliminary budget, a limited trademarking agreement, several facilities contracts and the adoption of a dual‑enrollment history textbook for Del Oro High.
Votes at a glance
- Preliminary budget, 2024–25 (Resolution 19‑24‑25): Approved, 5‑0. The district’s director of budget accounting presented a preliminary general fund revenue projection of about $64.2 million and warned of multi‑year deficit pressures driven by flat enrollment, rising utilities and health care costs. The board approved the budget and a planned transfer from a reserve fund to cover short‑term deficits while staff develops a multi‑year stabilization plan.
- Board policy 5121 adoption (grades and evaluation): Approved, 4‑1. See separate story for full coverage of the debate and next steps.
- Adoption of course textbook for Del Oro High dual enrollment (Ways of the World): Approved, motion by Trustee Jeffries, second by Trustee Lake; vote unanimous. Del Oro teacher Rebecca Dunkel and district librarian Michelle Isham answered trustees’ questions about community concerns; trustees approved the book for the dual‑enrollment history course.
- Lozano Smith limited legal agreement (trademark services): Approved, 5‑0. The board approved a limited‑scope renewal with Lozano Smith focused on trademarking school logos and mascots, with a not‑to‑exceed figure discussed by staff. Trustees directed staff to inform the board if fees approach a $5,000 threshold; the contract retains a higher not‑to‑exceed buffer in case of extended proceedings.
- Courier & Hudson legal services agreement (renewal): Approved, 4‑1. The board approved renewal of an agreement with Courier & Hudson for legal services after discussion about rates; one trustee voted no.
- Quitclaim/grant deed recordation for Colfax High campus title correction: Approved, 5‑0. Trustees authorized the recording to correct title wording and authorized acceptance of a grant deed tied to a PG&E undergrounding easement near the Colfax campus.
- HMC Architects — Del Oro (500 hallway design): Approved, 5‑0. The board authorized design services for the 500‑wing hallway improvements; staff said construction would be scheduled after design and DSA approval.
- New PA/intercom system (Colfax High): Approved, vote recorded; funding from restricted facility funds. Trustees approved purchase and installation of a new bell/intercom/clock system with upgraded classroom strobes and networked clocks.
- Meteor Education furniture package (Colfax High): Approved with direction to staff to attempt a price clarification/discount negotiation. Trustees approved a large furniture order to replace aging desks and classroom furniture, and asked staff to re‑check pricing discrepancies noted during the meeting.
- Other personnel and routine consent items: Approved. Trustees approved certificated and classified personnel reports, local board authorizations for teaching outside credentials, and the grant‑funded CTE coordinator employment agreement. Most personnel actions were approved unanimously.
What the budget shows
Director of Budget Accounting Sue Kane told trustees the district projects a $6.61 million drawdown in 2023–24 fund balance and anticipates continued pressure over the next three years. LCFF funding increases were modest, and the district plans a transfer from a tech endowment and other reserves to maintain operations while staff prepares a budget stabilization plan.
Facilities and next steps
Staff said work on Colfax’s field and track, accessory intercom systems and several summer facility projects are proceeding. The board approved several design and procurement contracts and asked staff to return with timelines and costs as designs firm up. Trustees discussed PG&E’s planned undergrounding work near Colfax and authorized a deed correction to clear title issues before utility work begins.
What’s next
Trustees asked district staff to return to the board in August with administrative regulations and implementation plans tied to the adopted grading policy, and with updates on adopted construction/design contracts and the preliminary budget. Several trustees said they expect further negotiation with their labor partners on ARs tied to grading and assessment.
