Council extends moratorium on adult-use cannabis dispensaries for 240 days while zoning code is updated

The Milford City Council adopted an ordinance extending the temporary moratorium on adult-use cannabis dispensaries, cultivators and processors for an additional 240 days as the city continues work on zoning-code revisions to address adult-use cannabis land uses.
Council members said the extension provides a cushion while staff finalizes zoning amendments that are expected to be presented to council by the end of the year or in early January. City staff noted past moratoriums of 180 days and that the current extension was set at 240 days to avoid repeatedly renewing short-term moratoria.
Council clarified that the ordinance does not apply to Cascade Southern Ohio LLC’s existing operation at 401 Rivers Edge Drive, consistent with an earlier council clarification ordinance.
Council members and staff also discussed pending state legislation that could alter local revenue sharing from adult-use cannabis; staff noted that potential changes to host fees and revenue distribution are being tracked and that the city has provided testimony opposing state proposals that would reduce local allocations.
The extension ordinance passed by roll call vote with affirmative votes recorded from Council Members Velardo, Price, Thompson, Cooper and Chamberlain.
