Council discusses e-bikes and sidewalk safety; staff to consider signage and public outreach

Warren City Council heard extended public comment and council discussion on June 16 about the use of electric bicycles and other micromobility devices on city sidewalks, particularly in the downtown Central Business District.

Multiple residents described near misses and noted that some electric bicycles can reach speeds of 25 mph. "These things can go up to 25 miles an hour. They don't need to be licensed. There's no age requirement," one resident said, asking whether the city could impose broader sidewalk restrictions. Council and staff explained that state vehicle law governs many aspects of e-bike use and that the city already bans motorized pedal cycles on downtown sidewalks; enforcement to date has focused on education. Chief Chase (public-safety staff) said officers may enforce vehicle-code provisions at their discretion and that fines for violations are typically the catchall municipal amount plus costs.

Staff told the council they are researching enhanced signage and public-awareness steps to clarify where e-bikes and similar devices are prohibited on sidewalks. Council members urged preventive measures that balance safety with access for residents who depend on micromobility devices. "Putting too many safety or regulations on these sorts of vehicles can be a huge burden," one council speaker said, urging education as part of any response. The council did not pursue immediate ordinance changes and invited additional public input ahead of any legislative action.
