Planning staff presented a rezoning request from O and M Development to convert about 6.5 acres near Hartman Drive from commercial service to a Hartman Drive tech specific plan and recommended the item to go to city council for ordinance readings.
The draft specific plan would keep existing commercial-service uses except tattoos and vape shops and would add uses tailored to the on-site business, including greenhouses for nursery production and sales, sanctioned festival events allowing vendors without a street-vendor permit for each festival, year‑round food‑truck trailer sales and periodic food‑truck events, music and farm‑to‑table events, and indoor and outdoor rentable event space. The draft SP also allows a tent to remain erected up to 300 days per year for the first three years of zoning; after that a permanent structure would be required.
Planning staff told the commission the specific plan would retain most commercial‑service design standards while adding the uses above. The item is a recommendation to city council; staff listed a first reading on July 15 and a public hearing/second reading on Aug. 19.
Applicant representative Kevin Lester attended and made himself available for questions; no substantive technical questions were raised at the commission meeting.
Planning staff will forward the rezoning recommendation and specific-plan language to city council for the scheduled first reading.
