The plan commission recommended that the parking lot be restriped before Aug. 31, 2025; the file shows the building requires 10 parking spaces and that 12 are provided. The council closed the public hearing and voted to approve the special-use permit and site review.
Rosas Cocina (Sitco restaurant) at 5235 West Loomis: city staff said the item had previously undergone an administrative review and that the council was “cleaning things up” by processing it as a special-use permit following plan-commission review. Staff reported that the restaurant and the associated gas-station convenience store require 19 parking spaces but that only eight are provided; the council may waive the shortage. Plan-commission material noted a temporary banner sign has been installed without a permit and must be replaced with a permanent sign; plan commission recommended maintaining a prior compliance deadline (established January 2024) for signage to be brought into compliance by January 2026. The council closed the public hearing and approved the resolution and site plan review.
