City staff presented a draft Capital Improvements Program to the Elgin City Council on June 17, 2025, and said the document lists projects across the city but does not commit local funds for next year.
“Because of our efforts to ascertain certain aspects of our financial condition, there was not any funding for capital improvements projects for next year either from the general fund or the COs or any other bond funds,” Mr. Gonzales, city staff, said. He said projects next year would be limited to those funded by grants.
Staff said the CIP is a planning tool that places projects “on paper” so the council and staff share a vision and can prioritize future work. “This does not obligate any funds from this current budget or next budget or anything like that. It’s strictly a planning document,” Mr. Turner, city staff, said during the presentation.
The draft spans roughly 99 pages and includes projects across all wards, staff said. Some listed projects are already underway and others are conceptual. The council was told the city manager will present a proposed budget on July 15, followed by budget and CIP discussions in July and August, and staff offered one-on-one or small-group briefings on items if councilmembers requested them.
Why this matters: With no local funding set aside for capital spending next year, the city may delay non-grant projects, which could slow planned park, utility and facility improvements listed in the CIP. Staff urged councilmembers to review the draft and bring questions back to be discussed at the next meeting.
Council did not take action to adopt the CIP; staff said they will return with more detailed budget materials in July.
