Council approves appropriations, business grant, equipment purchases and adopts county 9-1-1 plan

Mentor City Council on June 17 approved several financial and procurement measures, adopted the county9-1-1 operations plan required for next-generation 9-1-1, and confirmed appointments to a regional tax agency.
Finance staff member Missus Liefelder presented ordinance 25-O-054, which authorizes advances of funds from the general fund to a Lakeshore Boulevard resurfacing fund and to a federal grant fund for engineering services; it also included appropriation revisions for bulkhead replacement and increases to the federal grant and cultural funds. Council suspended rules and approved the ordinance on a unanimous roll call.
The council approved ordinance 25-O-055, an economic development grant to G.G. Day Inc., doing business as GoGlo, to assist with signage and building upgrades. Economic development staff described GoGloas a tanning franchise at 8900 Manor Avenue owned by Anna Day with a capital investment of about $184,000; staff recommended a $3,000 ED grant under the program guidelines. The ordinance passed on a unanimous vote.
Public works staff presented two vehicle procurement ordinances. Ordinance 25-O-056 authorized the purchase of two Western Star single-axle dump truck cabs and chassis from Valley Freightliner under the Ohio Department of Transportation purchasing program at a state program price of $276,636. Staff said one replaced truck will be sold and one kept on standby. Council approved the purchase unanimously.
Ordinance 25-O-057 authorized a contract with Southeastern Equipment Company Inc. for a Case model 621G wheel loader; the purchase price net of a $35,000 trade-in is $174,155. Staff said the loader is a budgeted replacement and is vital for winter salt-loading operations. Council approved the ordinance on a roll call vote.
The council also adopted resolution 25-R-111, accepting the amended Lake County 9-1-1 program plan to prepare for next-generation 9-1-1 (NG9-1-1) and the statewide EZNET system. Ken (city staff) said Mentoralready largely meets NG9-1-1 requirements and that NG9-1-1 will route cellular calls, texts and potentially video directly to local public-safety answering points and standardize service across Lake County. The resolution passed unanimously.
Council also approved the city manager's appointments for representation at the Regional Income Tax Agency (RITA): Bonnie Lingafelter as representative and Robert Fowler as alternate; the appointments were approved by voice vote.
