Council approves three new public-works leadership positions

The Rawlins City Council on June 17 approved authorization for three new positions in the Public Works Department: an office manager, a street superintendent and a shop superintendent. The positions were included in the fiscal-year 2025–26 salary study and require no additional appropriation because they were already budgeted.
City Manager Tom Sarvey explained staff reorganized several operations under Public Works in recent months and now sees a need for a leadership team so divisions can coordinate projects, staffing and scheduling. The proposal elevated existing supervisors to superintendent-level pay grades to create parity among leaders and added an office manager to oversee administrative workload. Sarvey said the utilities clerk position will be moved from the general fund into enterprise funds to align work and costs with where services are performed.
Council member Singer moved to authorize the three positions; the motion passed in online voting 7–0. Staff said the positions were in the budget and no salary adjustment beyond the adopted budget was required. The new roles will be staffed and implemented through normal hiring and internal promotion processes.
