Council approves Warrior Lane roundabout water-main connection, awards contract under FY26 CIP

The Waukee City Council on June 16 approved plans and awarded a contract for the Warrior Lane Roundabout Water Main Connection project, intended to improve redundancy and pressure consistency in the city's water system.
Rudy (staff member) described the project as about 363 feet of 12-inch water main connecting two existing 12-inch mains at the intersection of South Warrior Lane and Southeast Ashworth Drive, with an additional connection to an 8-inch main on Northview Drive. Installation would largely use directional boring with limited open trenching. The project is included in the FY2026–2030 CIP with a FY2026 budget of $200,000 and a completion date of May 31, 2026.
Five general contractors submitted bids on June 10. The engineer’s estimate was approximately $175,000; the apparent low bidder was Max Smith Construction of Creston, Iowa, at $161,641 (about 8% below estimate). Staff noted no prior working experience with the contractor but cited consultant references; staff recommended awarding the contract. Council approved the plans and the contract award by roll-call vote.
Rudy additionally noted potential short-term impacts to traffic and pedestrian access, including temporary sidewalk removal and replacement; staff said they will coordinate timing around school schedules and breaks when possible.
