Council approves plans and awards contract for Little Walnut Creek Drive water main project

The Waukee City Council on June 16 approved plans, specifications and estimates and voted to award the Little Walnut Creek Drive water main improvements contract to the apparent low bidder.
Rudy (staff member) described the project as roughly 2,600 feet of new 8-inch water main, new fittings and hydrants, reconnections and surface restoration along Northwest Little Walnut Creek Drive and Northwest Prairie Rose Lane. The work would extend fire protection into an area that currently lacks hydrants and would connect between two existing 8-inch mains. Rudy said the project is included in the FY2026–2030 CIP with a budget of $720,000 and a contract completion date of May 31, 2026.
At the bid opening (June 11) five general contractors submitted bids; the engineer's estimate was $590,000. Staff reported the apparent low bidder as Max Smith Construction of Creston, Iowa, approximately 18% under the engineer's estimate. Vinch, Kim (engineering consultant) reviewed references and recommended award; staff recommended following that recommendation. The council voted to approve the resolution awarding the contract (roll-call votes recorded as yes). No council member identified objections in the meeting record.
The resolution approving plans and the resolution awarding the contract were both approved; the city noted it has no prior experience with the contractor but that the consultant reported recent satisfactory experience in other Iowa cities. The project description and budget are on file with the city clerk.
