Board approves phase 1 roofing contracts for two campuses; consultant recommended fully adhered system

Trustees approved contracts for phase 1 roof replacement work at the sixth grade campus and RBG Elementary after hearing a consultant's assessment of existing roofing systems.
Zane Abbott of Roofing Solutions Group told trustees the district's single-ply roofing systems on both campuses were near or beyond their expected 20-year lifespans and recommended replacement rather than repair. "Both are beyond repair based on our recommendation," Abbott said, describing wind uplift, ponding water and membrane deterioration as key failure risks. He recommended a fully adhered 60-mil PVC membrane over two layers of 2.2-inch insulation and a half-inch gypsum cover board, saying the specification met R-25 rooftop-insulation code and included fire-retardant chemistry.
Abbott explained the fully adhered system provides a manufacturer's "no dollar limit" warranty covering labor and materials for qualifying manufacturing defects and that contractors would receive a manufacturer's inspection to trigger warranty coverage upon completion.
District staff noted the roofing proposals were procured through TIPS (The Interlocal Purchasing System) and that Roofing Solutions Group provided specification and vendor coordination services at no cost to the district. Bids were presented in phases; trustees considered only phase 1 at this meeting. The superintendent's recommendation was to award the phase 1 contract to DT Commercial Roofing using the fully adhered membrane option; the administration said the vendor includes a two-year workmanship warranty and a maintenance program in the contract price.
Trustee Terry moved to approve the roofing contracts as recommended; the motion passed unanimously. Spencer, the staff presenter, confirmed the district will draw funds from current-year balances if the work is completed before June 30; otherwise, costs will fall to next year's budget.
Trustees and staff also discussed practical issues including warranty start dates for phased replacement, how contractors will tie new membrane into existing roof parapets and that alternate, mechanically attached bids were included as budgetary options but have different wind-uplift characteristics.
The board asked the administration to provide contract documents and phase schedules in the regular-agenda materials and to return on the consent or regular agenda for any future phases.
