The Coppell Planning and Zoning Commission on June 18 approved a detailed plan to allow a five‑story, 131‑room TownePlace Suites hotel on Lot 7 R2 of the Victory at Coppell development, subject to staff conditions, a parking exception and an added condition requiring shuttle service.
Staff presentation and change in hotel classification
Matt Steer, development services administrator, told the commission the project increases Lot 7 R from 1.46 acres to 2.46 acres by transferring about one acre from adjacent Lot 6 R, and increases the building area on the site to 76,346 square feet for a 131‑room hotel. The developer removed an oven and full‑size refrigerator from the proposed in‑room amenities, which means the rooms no longer qualify as “complete kitchens” under Coppell’s ordinance; staff therefore treated the proposal under the city’s hotel rules rather than the residence/extended‑stay hotel standard.
Parking exception and shuttle commitments
Coppell’s ordinance requires 146 parking spaces for the proposed rooms and meeting area; the developer proposed 132 spaces and requested an exception. The applicant noted many guests will be corporate travelers arriving by rideshare from DFW and that the hotel operator plans two dedicated shuttle vans serving DFW and nearby businesses. Patrick Filson of Kirkman Engineering, speaking for the hotel developers, said the owners are experienced hotel operators and are comfortable with the proposed parking configuration. “There’s a bunch of uses that will collaborate together. Looking at it holistically, the parking as a whole is well over parked for the facilities that are being proposed today,” he said.
Staff recommended approval of the parking exception based on the sitewide parking availability, shuttle service and precedents in recent Coppell approvals. Commissioners added an explicit condition that the hotel provide shuttle service; the final approved PD language allows 132 spaces for the TownePlace Suites as depicted on the site plan and requires council approval for any changes to kitchen amenities or building materials outside the conceptual plan.
Landscaping, linear park and other approvals
Staff said landscaping and site design conform to the previously approved conceptual PD, including a linear park and pedestrian path that will connect through the development; the applicant proposed to construct the park in the first phase. Staff also required that any change in building materials outside the approved palette be sent to council for approval, that signage comply with city regulations at permitting, and that a replat be recorded for the affected lots prior to permitting.
Commission action
Commissioner Guerra moved to approve PD301R6HC for Lot 7 R2 and the revised conceptual plan for Lot 6 R2 in accordance with staff conditions, plus an added condition requiring hotel shuttle service; the motion was seconded and carried unanimously by roll call.
What remains
Approval is contingent on a required replat to record the lot boundary changes and on final engineering review. Staff noted that if on‑site parking proves insufficient, the development could rely on available parking across the overall site, and that any future change to on‑room kitchens would require council review.
