Planning commission approves replat for Victory at Coppell development

The Coppell Planning and Zoning Commission voted June 18 to approve a replat creating 11 commercial lots for the Victory at Coppell development, a 16.766-acre site along the east side of South Beltline Road between Dividend Drive and Hackberry Road.
Staff said the replat implements a concept plan the council approved in late 2024 and allows the developer to record the plat and begin construction of the project’s first phase. The detailed replat does not include two parcels that will be affected by a separate hotel plan to be considered on the same agenda; staff said those portions must be replatted again if the hotel plan is approved.
Patrick Filson of Kirkman Engineering, representing the applicant Victory Real Estate Group, told commissioners the developer is ready to record the plat and begin construction. Staff recommended approval subject to additional comments that may arise during detailed engineering review.
Commission action
Commissioner Bishop moved to approve the Victory at Coppell replat subject to staff conditions; the motion was seconded and passed unanimously by roll call. Staff noted the replat includes right-of-way abandonments and dedications of fire-lane easements and existing easements to avoid complicating the final replat for later revisions.
Next steps
Once recorded, the plat will allow the applicant to apply for building permits for the first phase. Staff warned that remaining concept-plan revisions or later approvals for the hotel parcels will require administrative replats and additional approvals before permits are issued.
