Commissioners reject Sunshine Lake Road bid after price doubles budget, order rebid

Public Works staff told the Liberty County Board of Commissioners that the low bid to reconstruct Sunshine Lake Road exceeded budget by roughly twofold and recommended rebidding after adjusting the road section for actual traffic loads.
Trent, the county public-works representative, said the county's budget for Sunshine Lake Road was about $450,000 but the contractor Whitaker submitted a bid of $912,000. Trent told the board his office revised the typical section to reduce thickness and align the design with observed traffic so the project would be affordable while still addressing the roadway's groundwater and structural problems.
Commissioner Blunt moved to reject the bid and re-advertise; the motion was seconded by Miss Cherry and the board voted to reject the bid. The vote directed staff to repackage the project and solicit new bids in July, with the goal of arriving at a contract within the county's available funds.
During discussion, Trent summarized several other public-works items on the agenda, including that Wells Cemetery Road and Dallas Highway box culvert work were nearly complete, that a Liberty/Pentateree pickleball court is finished except for light poles and that the contractor is coordinating with Georgia Power and suppliers on pole delivery. He also said the Flemington traffic signal contractor planned to place asphalt so the county could set the signal and begin the DOT activation process before school starts.
The board's rejection preserves the county's fiscal limit for the project and sends the revised package back to procurement for rebidding; no contract was executed during the meeting.
