Council adopts 2024 Compliance Maintenance Annual Report for wastewater utility, authorizes submission to Wisconsin DNR

The Fort Atkinson City Council voted to adopt a resolution approving the 2024 Compliance Maintenance Annual Report (CMAR) for the city wastewater utility and authorized staff to submit the report to the Wisconsin Department of Natural Resources as required by Chapter NR 208 of the Wisconsin Administrative Code.
Wastewater Superintendent Sweeney told the council the utility earned all A grades in categories including effluent quality (BOD, total suspended solids, ammonia, phosphorus), biosolids quality management, preventive maintenance, staffing, operator certification, financial management and collection systems. The utility received a B in influent flow and loadings; overall grade point average for 2024 was 3.92 on a 4.0 scale.
Sweeney said 17 points were deducted because influent flow exceeded the 90% threshold in March and 100% in April–August due to above-average precipitation and Rock River levels. He also reported a DNR re-rate study in March increased the facility’s maximum monthly design flow from 2.7 million gallons per day to 3.8 million gallons per day, a 29% increase that staff said should reduce frequency of threshold exceedances going forward.
Councilmember moved to adopt the resolution and authorize submission; the motion carried with no recorded opposition in the excerpted discussion and vote.
