The Troy City Council on Monday adopted a resolution authorizing a cooperative agreement with the Dayton‑Montgomery County Port Authority so the port authority can issue a sales‑tax exemption for the hard construction costs of the Como America Co. Inc. warehouse project in Troy.
The council’s Finance Committee recommended preparing legislation approving the agreement after noting the project will be located in the city and outside the immediate jurisdiction of the port authority. The committee said the city would not be responsible for the project’s financial viability or oversight under the cooperative agreement.
Council member Todd Sievert, speaking for the Finance Committee, said the port authority required the city’s approval to validate incentives for the project. “It is the recommendation of this committee that legislation be prepared authorizing the director regarding the Como America Company Inc. project because of the immediate need for the project incentives to be validated,” Sievert said as part of the committee report.
The council moved to suspend the rules and adopt Resolution R31‑20‑25 on an emergency basis. The motion to adopt was made by Council member Michael Witten and seconded by Council member Todd Sievert; roll‑call votes recorded all members present voting yes, and the resolution was adopted.
The resolution directs the Director of Public Service and Safety to execute a cooperative agreement with the Dayton‑Montgomery County Port Authority related to the Como America Co. Inc. project. The text read during the meeting states the agreement “declares an emergency” and is intended to allow the port authority to issue the requested sales‑tax exemption.
Council members asked no substantive questions on the floor before the vote. The minutes show the Finance Committee included members Schilling, Westfall and Sievert in its report to council.
The cooperative agreement and the port authority’s tax‑exemption remain contingent on the port authority’s processes; the city stated it will have no financial oversight or liability for the private project under the terms presented at the meeting.
