Hoschton council approves sewer, water and road improvements after debate over costs and phase funding

Councilmembers said the most contentious discussion centered on the sewer work authorization, which had generated confusion among residents about the total cost. “There was a number thrown out in the work session discussion that we spoke about that was $798,000,000 and a little bit more,” Councilmember Dave said during debate, and he urged clarification of what the authorization would actually cover. He added that “some of this money that’s going into this is going to accomplish the 0.95, but it also leads us strongly into the 2,” saying that monies earmarked for Phase 2 have been absorbed into the 0.95 authorization.
Councilmember Debbie said Jerry Hood provided a percentage breakdown and that “about right” reflected the staff figure, and the council noted that roughly 30% of certain project costs were being applied across both phases, a point the council attributed to staff estimates rather than a formal, finalized accounting.
Each item was moved and seconded on the council floor and put to a vote. For the sewer work authorization the motion carried; named roll-call acknowledgments recorded James and JJ as voting yes. The water distribution Phase 2 resolution (Resolution 2025-16) and the road-improvement resolution (Resolution 2025-15) also passed after brief discussion; James and JJ were recorded as voting yes on those items as well.
Council discussion emphasized that some residents had not realized Phase 2 costs were being partially charged under the 0.95 authorization. The council said staff would need to continue clarifying budget breakdowns so citizens understand which funds apply to which phase.
The council did not identify a new funding source during the meeting; additional project details and final accountings were presented in staff materials and referenced to staff member Jerry Hood during the discussion. The approvals allow staff to proceed with contracts and work authorizations as outlined in each resolution and authorization.
