Board approves geotechnical survey ahead of proposed 2025 capital project; members urge earlier community discussion

The Cornwall Central School District Board approved a proposal to complete a geotechnical survey and engineering report connected to the district’s proposed 2025 capital project, citing the need for accurate pricing before a potential bond vote.

Board member Bass asked whether the proposal was unsolicited and what it covers. District facilities staff (Mister Fink) said the survey is related to planned 2025 capital-project work, specifically work at the middle school, and that the architect/engineer (Tetra Tech) ran the RFP that produced the proposal. Fink said the study would provide accurate pricing to inform a bond referendum and that the board could exclude the high school portion if it chose to focus on the middle school first.

Board Member Christian supported the survey but urged the board to move quickly to explain the projects to the full board and community. He said some facilities-committee members had seen proposals, but not the full board or public, and raised concerns that certain traffic changes (a proposed “kiss-and-ride” or access changes) could create induced demand and worsen traffic on nearby streets (Academy, Willow, etc.). He said the district should allow community input before finalizing the capital-project scope. The board discussed timing and agreed the geotechnical work was important to complete now to inform an expected vote.

After discussion the board approved the geotechnical/engineering proposal (CT Veil and Associates / Tetra Tech process) to move forward with the middle-school portion; the motion passed by voice vote. Staff said the surveying is a preliminary step for the 2025 capital project and that additional public presentations and board discussion about scope would follow.

The board asked that staff increase outreach so the community can review proposed project elements well before any referendum.
