Council authorizes $250,000 amendment to Cannon Construction on electric capital work

Director Madden asked the council to authorize Amendment No. 8 to the city’s on‑call public‑works contract with Cannon Construction LLC to add $250,000 to the contract. Madden said the contract, established in 2021, provides specialized construction capacity for large capital electrical projects and that the city uses the on‑call firm for cable runs, vault installations and other work that exceeds in‑house operational capacity.
Madden said the city is close to exhausting the existing contract funds and needs the additional $250,000 to complete planned cable runs and substation work through calendar year 2026. He told the council that material procurements would be handled through the related capital project budgets while contractor labor and specialized services come from the on‑call contract.
Council voted 7–0 to authorize the mayor to execute Amendment No. 8. Members asked staff about the division of operational vs. capital work and whether Milton can or should hire additional staff; staff replied that substation and large vault work are highly specialized, that Milton likely would not hire full‑time staff for only one substation, and that on‑call contracts are the standard delivery approach for these capital tasks.
Madden said the additional funding is expected to cover work through 2026 and that the city is coordinating with BPA and other partners on substation improvements and timing related to other regional projects.
