Milton approves nonexclusive fiber franchise agreements with two providers

Director Madden briefed council on two franchise ordinance items on July 16. Staff reported both applicants had submitted required applications and that legal review found no barrier to moving forward under city code 12.05.0.07.
Council considered each ordinance separately. Council member Whelan moved to approve the EZ (Easy) Fiber Texas LLC franchise ordinance; council approved the ordinance on a 7–0 vote. Later the council approved a franchise ordinance for Ziply Fiber Pacific LLC, also by a 7–0 vote. Madden confirmed franchise grants are nonexclusive and multiple providers may hold franchises in the city.
Council members said they hoped the franchise approvals would lead at least one vendor to build service in Milton and increase competition for residents. No changes to the ordinances were made at the meeting; franchise agreements will proceed through city permitting and the franchise compliance process.
