Council approves design contract for equipment barn; construction to follow competitive solicitation

The Flagstaff City Council approved a design agreement June 17 authorizing staff to proceed with a cooperative-contract design of a new equipment barn for the streets group, part of the future Transportation Operations Center.
Public Works Director Scott Overton explained the city will use a cooperative contract for the design phase to save time but said the vertical construction will be competitively solicited after the city receives engineered construction documents and cost estimates. Overton said he expects the design phase to take six to eight months and that procurement for construction will follow once cost estimates are complete.
Council Member Spence had asked that the project be competitively bid for construction; Overton clarified that the cooperative design contract does not preclude a competitive process for the building’s construction and delivery. After staff comments, the council approved the item by motion and voice vote.
Staff said the design package will include construction documents necessary for permitting, engineers’ cost estimates, and other deliverables needed to take the project to the construction procurement phase.
