Staff reported a $31.59 invoice for mailing promotional test materials back to the West Virginia Division of Personnel and noted a $26.30 difference in postage stemming from recent mailings. An advertised promotional ad and promotional announcement accounted for a combined $710.60 change in the advertising and publication line; another invoice of approximately $301.79 was expected depending on motions regarding a recent corporal test. The commission also noted a retainer payment for "Mister Henry" providing legal representation, which moved the professional services obligation rate upward.
Obligation rates reported by staff changed from previously posted figures: postage and smaller advertising items produced modest increases; professional services rose from about 1% to roughly 30.2% of budgeted obligations after the retainer. Staff said these were informational updates; commissioners had no additional budget action and moved on to the next agenda items.
