Board approves five-year teachers’ contract after debate over access to final agreement

The Delaware Valley School District board voted 7–1 on June 17 to approve a five-year collective bargaining agreement between the district and the Delaware Valley Education Association covering 2025–2030.

Why it matters: The contract affects compensation, benefits and staffing costs across the district and was described by board members as one of the district’s largest multi-year financial commitments. Several directors and members of the public raised process concerns about the timing of distribution of the final 43‑page document.

Board deliberations produced two distinct threads: policy and process. Director Carl (last name not provided) moved to table the item to the July meeting, arguing that directors had received the final contract only about an hour before the vote and therefore had no adequate opportunity to read it. “As a steward of our taxpayers, it's essential that we read contracts that we're supposed to vote on before we vote on it,” Carl said during public meeting comments.

Other board members and contract negotiators said the substantive language had been negotiated in public and in earlier sessions for months, that drafts and language changes were available at the district office, and that negotiators and directors had spent many hours in committee and review. Director Jack Fisher and other negotiators described lengthy review sessions and said the final draft reflected changes previously discussed in committee.

A motion to table the contract was made and called for a roll-call vote; the motion failed and the board proceeded to a vote on final approval. The final approval roll call was: Christine Agron — yes; Mandy Colville — yes; Brian Fells — yes; Jack Fisher — yes; Pam Luffey — yes; Felicia Sheehan — yes; Rosemary Walsh — yes; Carl — no. The motion carried.

Contract highlights discussed at the meeting include an increase in starting teacher pay that the board said will move toward $70,000 over five years and adjustments to employee premium-share amounts; board negotiators said the agreement will raise some salary steps and aid teacher recruitment amid a statewide teacher shortage.

Board members and public commenters emphasized transparency and process afterward. One director said she will propose a board policy change requiring that any contract to be voted on be distributed to directors at least two weeks before the meeting so members have time for line-by-line review. No board policy change was adopted at this meeting.

Outcome: The contract was approved and will move into implementation consistent with terms negotiated by district staff and the association.
