Councilor Mack moved to adopt the measure creating a revolving account (the motion cited the statutory authority in M.G.L. chapter 44, — 53E—), and the council approved the revolving-account authorization with the same unanimous roll-call result recorded for other routine measures.
During discussion on the related $50,000 free-cash appropriation (agenda item 11,588), Councilor Kacinskas acknowledged a separate $100,000 earmark awarded by Representative Zlotnik to support the new youth services program in Gardner. He said he was "excited about the opportunity" to support seventh- through twelfth-grade programming and thanked the representative for the earmark.
The revolving account was authorized with a stated maximum balance to be consistent with M.G.L. c. 44, — 53E—, and the appropriation was adopted by roll call. City staff noted that because the account had not been created when the revolving-fund list was prepared, the mayor's office would include it in the next authorization cycle.
