The Schenectady City Council on June 9 approved a resolution authorizing fee waivers for exterior building repair permits after a brief debate over program scope and budgeting. The motion passed on a roll-call vote of 4–2.
Council Member Williams, who moved the item, and Council Member Mancini, who seconded it, initiated the motion during the legislative consent vote. During discussion Williams asked for clarity about how the waivers operate and whether they should be built into the regular budget rather than periodically renewed: “My opposition to this is based on just wanting to have a better understanding of what it represents,” Williams said, asking for tangible program details and marketing to ensure residents understand eligibility and limits.
Council Member Patrick and others framed the waiver program as an incentive to help homeowners and small rental property owners pay for modest exterior repairs such as peeling paint and broken rails; Patrick said large improvements could affect property assessments. The clerk called the roll: Council Member Farley voted no; Mancini yes; Mitsuburen yes; Patrick yes; Williams no; Porterfield yes. The motion carried 4–2.
