Tooele council annexes Compass Point land into North Tooele special service district, approves public infrastructure district

The Tooele City Council voted June 18 to annex 1,432 acres known as the Compass Point property into the North Tooele Special Service District and to create Compass Pointe Public Infrastructure Districts (PIDs) 1 through 8 to finance infrastructure for the proposed development.
The council approved Resolution 2025-51 to annex the property; staff said the petition received in May 2025 is for land under common ownership and that the North Tooele Special Service District, created June 16, 1999, maintains public street lighting, signage, drainage, recreation properties, street design and landscaping in the district. The motion passed 4–0.
Assistant city attorney Matthew Johnson and city staff later presented Resolution 2025-52 to create the Compass Pointe PIDs as independent districts, approve a governing document and interlocal agreement, and appoint boards of trustees. Staff noted a late change to the draft identifying the initial board members; the council recorded the corrected membership and accepted disclosures. The city said Sam Elder of Davidson Company will assist with bonding and that Perry Companies’ CFO Chris Jepsen is among the appointed trustees. The council approved the PID resolution on a 4–0 roll-call vote.
Staff and trustees described the PID as a financing tool intended to pay for roads, trails and other public infrastructure in the new development; the annexation also brings Compass Point land into the existing special-service maintenance framework. Council members asked and staff confirmed Special Service District assessments apply only within the district and pay for maintenance in that area.
Both actions (annexation and PID creation) were approved by unanimous vote; staff will proceed with the interlocal agreements, governing documents and bonding steps described in the packet.
