Ryan Layton told the Graham County Planning and Zoning Commission he wants to rezone a 1.7-acre parcel on Mullins Lane from a general land-use designation to RR (single-family residential) so he can split the lot and create half-acre parcels, and the commission voted to forward a favorable recommendation to the Board of Supervisors.
Staff introduced the request as REZ 9 30 2205, APN "100 and four-twenty nine-three," with a situs address of 3392 West Mullins Lane, Thatcher. Layton said he inherited the largest lot in a subdivision created before current zoning rules and wants to split the parcel so a relative can build a house to care for an elderly family member. "I inherited this property from my parents when my mom passed a few years ago," Layton said. He explained his plan to create two half-acre parcels and leave roughly 0.7 acre in the middle.
Layton told the commission he would need a survey to confirm property lines and that access would be provided by dedicating a strip of land and an ingress easement from Mullins Lane. Commission staff noted the subdivision predates modern lot-size requirements and that many surrounding parcels are smaller than today's half-acre standard. The commission heard no written opposition; the applicant said he had "signatures from everybody that was notified, and we heard nothing either way."
A commissioner moved to forward a favorable recommendation and the motion passed. Staff said the item will go before the Board of Supervisors on July 7 for final action. The commission did not adopt specific conditions at the hearing; Layton said he will obtain a survey and finalize easement wording if rezoning proceeds.
