The Springfield Public Schools Building and Maintenance Subcommittee voted Wednesday to recommend that the full school committee approve an RFP seeking proposals for disposition and redevelopment of the German Herena Community School.
The district presented an RFP that would solicit proposals from developers or landholders willing to provide approximately 5 acres in the North End in exchange for redevelopment rights or fair-market-value acquisition of Building B (the main structure on Berney Avenue). Peter Garvey and Chief Pat Roach described the district’s aim to keep a new site within about one mile of the current campus if possible.
"We have an RFP. We're looking for 5 acres down in, North Bend for the new Virena School," Peter Garvey said in his presentation. The transcript shows the district is exploring a swap or sale model and has begun an appraisal of Building B; staff cautioned the appraisal could come in high because of land value and the building’s commercial-area location.
Why it matters: Building B houses the main floors of the existing Herena campus (roughly 136,000 square feet, per the presentation). The district discussed options for maintaining athletic facilities including the pool and sports complex (Building D), and said Building D is landlocked by Chestnut Middle School and the proposed new campus, which complicates separate redevelopment of the sports complex.
District staff described an aggressive solicitation timeline, if the RFP is approved: release in early July, site tours in July, proposals due in early August and a possible award by mid-August. Staff acknowledged the first solicitation may not yield viable proposals and said the RFP is a recommended first step before pursuing alternative routes, including eminent domain if necessary.
Committee members asked whether proceeds from a sale would be used for land acquisition and whether the district planned outreach to landowners and medical- and commercial-district stakeholders along the Boerne Avenue corridor. Staff said they intended to share the RFP broadly and pursue negotiations if suitable proposals arrive.
Formal action: the subcommittee voted to recommend the RFP to the full school committee. The clerk recorded Miss Hurst as absent; Attorney Murphy and Mr. Gonzales voted yes. The matter passed and will move to the full committee for final action.
Next steps: staff will complete the building appraisal, release the RFP if the full committee approves the recommendation, and conduct outreach and site tours as proposed. No sale or transfer will occur until final approvals and any required acquisition steps are completed.
