School committee amends building-permit policy to expand free access for youth-serving Springfield groups

The district will still charge for additional personnel costs — e.g., custodians, sound/lighting technicians, auditorium staff and security — when those services are required.
Pat Roach told the committee the district built the permit manager position and additional custodial staffing into the general operating budget so that groups serving children can use facilities without paying the prior usage fee. Roach said fees previously collected were used for field and turf maintenance; those maintenance costs are now included in the operating budget.
Committee members raised concerns about schools or principals blocking out fields for long periods, which can prevent community access. Gonzales asked staff to provide detailed schedules showing when individual school fields are reserved and to clarify how administrators should coordinate to avoid unnecessarily blocking community use. The committee said school activities come first but emphasized the policy’s intent to expand access to community youth programs.
The motion to approve the amended building permit policy passed on a roll call (mover: Gonzales; second: Attorney Murphy). The committee noted the district will monitor implementation and enforcement, including assessing cleanup costs to users who leave facilities littered.
