CARMEL, Ind. — Commissioners were informed that the Republic Airlines development near Brickyard Lane will use a wrap of 84 hotel rooms and a facade around a parking garage instead of the multifamily wrap that was represented in earlier approvals.
Henry Musetsky, redevelopment director, and members of the architectural committee said the change was presented to city council in February 2024 and the council affirmed the project despite the revision. “At a certain point last year, … Republic … said that, hey, we're not sure that we're going to actually wrap this garage with multifamily,” Musetsky told the commission, noting that he raised the change to council on 02/19/2024 and that council “unanimously said yes.”
Architectural committee chair Commissioner Brooks said the committee reviewed site plans and elevations and recommended moving the project to the Architectural Design and Landmarks (ADLS) process with minor modifications to cornice details, parking security, signage and reserved spaces. Brooks described the wrap as an 84-room lodging extension to serve employees, pilots and technicians who visit the facility for training. The committee approval will advance the design to the next ADLS review.
Why it matters: The project had been included in prior bond approvals and TIF pledge discussions under the representation that the garage would be surrounded by multifamily units. Musetsky said the commission’s record should reflect the revision to avoid later misrepresentations; he characterized this agenda item as informational rather than an action request.
