The Mount Vernon City Planning Board on Wednesday asked staff and the city council to prepare a draft site‑plan resolution for its July 16 meeting on an application to retenant the vacant Stop & Shop at 230 East Sanford Boulevard as a Floor & Decor retail store.
The applicant, owner MDC Coast 1 LLC represented by Jennifer (applicant representative for MDC Coast 1 LLC), and its lead design professional, Christopher Mondoro, presented revised site plans and supporting materials including landscaping, grading, exterior lighting photographs and an electrical/security plan. Robin Ritchie, a licensed professional engineer with Dynamic Engineering, reviewed technical elements of the submission.
The matter had been before the board on May 7 and returned with additional information. The applicant said existing site lighting was previously approved and functional, that exterior security camera footage will be retained for 60 days, and that routine deliveries are expected to occur off‑hours. “We have 48 truck deliveries 5 days a week,” an applicant representative said, and the tenant plans deliveries during off‑peak hours to avoid conflicts with school and commuter periods.
Board members raised safety and lighting concerns for the parking area and asked the applicant to work with city staff and the board’s consultants on whether additional fixtures are warranted. The board asked that a condition for further review of exterior lighting be included in the draft resolution. The board also discussed loading and delivery locations; the applicant confirmed deliveries will access rear loading docks and said large tractor‑trailers will not be staged in front parking areas.
