Council authorizes termination of latecomer agreement for R&R Summit Northwest LLC parcels

The Anacortes City Council voted June 16 to authorize the mayor to terminate a latecomer agreement (18‑012‑DEV‑001) between the city and R&R Summit Northwest LLC covering certain unsold parcels.
Public Works Director Andy Rayum told council the developer requested dissolution of the latecomer agreement for several parcels that are still for sale and are not yet connected to city utilities. Rayum explained the latecomer agreement requires future developers who build on those parcels to reimburse infrastructure costs; the developer asked to remove the encumbrance to make the lots easier to sell.
Councilmember Hubick moved to authorize termination; Councilmember Walters seconded. The council voted and recorded yes votes from Hubick, Walters, Cleland McGrath, Moulton and Fantini; the motion carried. Rayum said staff will record the termination with Skagit County to clear the property record.
Staff characterized the termination as an administrative action taken at the developer’s request; no financial obligation to the city was described at the meeting.
