The Anacortes City Council on June 16, 2025, authorized the city to sign a $1,835,340 contract with Strider Construction to perform permanent repairs to the North transmission line at the city water treatment plant.
Public Works Director Andy Rayam explained that the 36‑inch north treated‑water transmission line broke in 2023 and received a temporary interior patch; the treatment plant team wants a permanent replacement. Rayam said the temporary patch has held but the project will relocate a meter vault that moved when a nearby sinkhole developed and will replace the affected north line segment.
Rayam said the city amended the capital facilities plan in 2024 to add the pipe replacement and that Strider was the only bidder; the contract price was about $400,000 over the engineer’s estimate but was the sole responsive bid received.
Councilmember Walters moved to authorize the mayor to sign the contract; Councilmember Hubick seconded. The council approved the contract by roll call vote (ayes recorded for Walters; Cleveland McGrath; Bolton; Kubica; Fantini; Hubick) and the motion carried.
Rayam said staff will proceed with construction and monitor the area; the city will continue to survey and manage the river‑valley ground stability factors that contributed to the sinkhole.
