Mount Vernon approves land lease with Positive Pup Playground for animal-shelter grounds

The Board of Estimate and Contract on May 20 approved an ordinance authorizing the mayor to enter into a land lease with Max Joel of Positive Pup Playground for the exterior area of the Mount Vernon animal shelter at 600 Garden Avenue.
City staff said the inquiry came through the comptroller's office and was routed to the Department of Public Works because the property is municipal. Officials described the lease as allowing the facility to be used to provide dog services and to produce revenue from a city property that is not currently in use. "It's a good thing to be able to utilize it, 1, for purpose of providing some services with dogs, And 2, for the city to be able to, have some revenue come in to 1 of our facilities that right now is not in use," a speaker said during the discussion.
The item passed on a roll-call vote recorded in the minutes as "Aye" by Comptroller Morton, Council President Brown and Mayor Patterson Howard. The board did not record lease financial terms or the lease duration in the meeting discussion; staff will return with contract documents for execution.
