Tenant urges committee to ask SDCI to halt Bellwether parking permit amendment

Brown told the committee that the project’s master use permit (MUP 3015682) and the 2016 contract rezone obligate Bellwether to provide 26 tenant parking stalls, two ADA-accessible spaces, one car-share spot and one fast-charging space “in perpetuity,” and that Bellwether removed assigned parking in December 2024. Brown said SDCI issued a formal violation notice on April 30, 2025, and that, within two weeks of that notice, Bellwether applied to amend the MUP to eliminate the parking requirement rather than remedy the violation.
Brown said Bellwether created a wait list for reassigned stalls, placed him first on the list, and nevertheless refused to offer him an available space despite repeated requests. He described the amendment request as an attempt to “subvert Seattle land use code” and asked the committee to formally request SDCI suspend or deny the MUP amendment on the grounds of an active violation and tenant harm. The committee did not take formal action on the request during the meeting.
